CARCIP will initiate the process of application by launching a public Call for Proposal or Expression of Interest inviting eligible businesses to apply for the BI Grant. There should be at least one funding cycle for the Business Incubator Grant in a given year. Businesses will have twenty eight (28) days to respond to the call and submit applications and required documentation to CARCIP. CARCIP will make available the requisite applications i.e . All completed applications must be supported by a Project Proposal including all supporting documentation as required by the call.
Composition of the Evaluation Committee
The Evaluation committee will be appointed by the Chairperson of the CARCIP Steering Committee. Each evaluation committee should comprise at least three persons. All evaluators must sign the “Declaration of Impartiality and Confidentiality Form” . The Evaluation committee should consist of persons with technical skills in areas such as Information Technology, Financial Management and Business Development and knowledge and experience of the local business environment. Where applicable, a Technical Expert will be appointed on the Committee to provide further input.
Evaluation of Applications
CARCIP will take every precaution to ensure that all reviews are conducted with strict confidentiality.All applications under the CARCIP Project, will undergo the same selection procedure. Applications submitted to CARCIP are subject to thorough evaluation process to guarantee impartiality and equal treatment of applicants.
2. Procurement of Goods and Services
Goods and Services would be procured according to the World Bank Guidelines as established under Section 4 of the CARCIP Program and implementation Manual.
Successful applications along with the supporting documentation will be sent to the PCU for “No Objection” by the World Bank, after which procurement of goods or services would be conducted by the PCU. The disbursement of funds and contract for works should commence within thirty (30) days of notification for grant funding.
All procurement of goods and services will be managed by the PCU. Arrangements will be made by the BITGM with the PCU to commence procurement. Service providers will be solicited. Contracts will be negotiated according to terms of references for the various business development interventions. Funds will be disbursed only to suppliers of goods and services selected to carry out the required interventions.
CARCIP will provide financial assistance for approved projects. The BITGM will oversee the implementation of the projects and liase with service providers on the progress of projects.The BITGM will collaborate with The Ministry of Commerce in particular SEDU to ensure that beneficiaries receive all the requisite business advisory and after care services to beneficiaries.
Beneficiaries will be encouraged to Utilise the online St. Lucia Business Portal -Make St. Lucia Enterprising (MSE) on www. opsr. org.lc to obtain guidance on business management and doing business in St.Lucia.
The BITGM will provide reports after each call for proposals as outlined in annex 4.
Monitoring will be done periodically or as needed by the BITGM. A “Client Progress Report” would be used to monitor the performance of the individual projects. A client log will be kept and the highlights of each intervention logged. Both the BITGM and Beneficiary must sign off to verify the findings of the monitoring report.
Service providers will be required to provide detailed reports on project status as outlined by terms of reference and contract for work. Beneficiaries are also expected to provide feedback on the status of projects to the BITGM. Findings from the monitoring exercises will be used to determine progress of interventions.
Reports on all project activities are to be submitted monthly by the BITGM to the CARCIP Project Coordinator.
3. GRANT AWARD
Successful applicants are invited to sign a grant agreement contract with CARCIP. Successful applicants are required to respond to the award within five (5 days) of notification. The PCU will prepare grant agreement and service contracts. A short award ceremony will be held formally award grants to beneficiaries.
